● ANOTHER MURDER? BLOUBERG MAN KILLED IN ROBBERY
A Blouberg man has been killed in a robbery at his Saxon Street home on Tuesday. 
According to a report from Table View police the victim returned home shortly after 19:00 with a friend and as he entered his garage he was confronted by two gunmen who stood on either side of his vehicle.
Police spokesperson Lieutenant Adriana Chandler says the man and his friend were instructed to exit the vehicle and the suspects demanded the owner of the vehicle open the boot. “The victim threw the keys of the vehicle away and started to run out of the property. One of the suspects followed the victim and approximately 20 metres outside the property, fatally wounded the victim with a gunshot to the face. The suspect returned to his accomplice who was still waiting at the vehicle with the man’s friend and took a bag with unknown belongings. The suspects fled the scene in a getaway vehicle (unknown make) parked nearby,” she says.
Police are now on the hunt for the gunmen and requested anyone with information to come forward. The Table View Neighbourhood Watch also requests anyone with cameras to check their footage to see whether a car can be identified.

The Institute for Security Studies (ISS) reports that most murders committed in South Africa remain unsolved, citing the latest police annual reports showing that suspects are only detected in less than a third of the murder cases opened.

The ISS head of governance, crime and justice division Gareth Newham, says: “For example, the 2013/14 SAPS annual report shows that suspects are only detected in 29,6% of murder cases opened by the police.
“This means that two out of every three murders in South Africa are not solved by the police.
“It is also important to recognise that in most countries, including developed countries such as America, Canada, England and Australia, a large proportion of murders are unsolved.
“In the US, one in three murders is never solved. Only if there is hard evidence linking an individual to a murder can the police solve the case.
“If a body is found and there are no witnesses or any indication of who committed the murder, it can be very difficult for the police to identify a suspect,” says Newham.
Newham is responding to enquiries regarding the availability of statistics on the number of unresolved murder cases, saying police have the figures for cold cases, but they remain unknown because unfortunately they are not included in the SAPS annual reports.
“I am sure the police have statistics on the number of murder cases that are unsolved. But, unfortunately, these are not reported on in the SAPS Annual Reports and we don’t have them.”
Murders are the most serious of crimes, says Newham. “It is important that detectives are well trained, experienced and resourced if they are to increase the numbers of murders they solve.
“Ensuring dedicated forensic capacity to assist detectives in identifying possible suspects is also of great importance, particularly if there are no witnesses.
“Police can reduce murders that are associated with armed robberies, organised crime and inter-group conflict, but these are not the main factors driving South Africa’s high murder rate.
“Most murders, almost two out of three in South Africa, occur between people who are acquainted with each other and get into a dispute.
“The factors that lead to a murder are complex and often driven by particular social and individual dynamics which the police can do little about.
“Many perpetrators of murder were often exposed to domestic and other types of violence as children and adolescents, had poor or inconsistent care-giving as children, and tend to abuse alcohol.
“For South Africa to sustainably reduce its murder rate, it will require more focus on ensuring that our children and young people are not exposed to violence in their homes, communities or schools. Reducing our murder rate is, therefore, not something that the police can do on their own. Other government departments will also have to play a role”.
Newham says families of the victims can assist by providing information that detectives could use to identify a possible suspect.
Sometimes it is providing access to personal items such as diaries or information about their loved ones, friends, associates or potential enemies.
“If they are wealthy, they could hire the services of a private investigator to also assist with the investigation.
The police are often asked why they work overtime and even use their forensic teams to solve what are deemed high-profile murders, when most murders occurring among ordinary communities remain unsolved.
Newham says: “When a murder is high-profile, the police feel more pressure to solve the case as there is a lot of public attention on them.
“If they solve the murder, more people will know about it and this can build public confidence in the police.
“However, if they don’t solve a high-profile murder, it can damage public confidence in the police.
“For these reasons, police around the world tend to put more effort and resources into high-profile murders”.

South Africa’s crime stats were released on Tuesday and they make for pretty grim reading. Murders increased for the third year in a row and Democratic Alliance MP Dianne Kohler-Barnard said that they are the figures of a “country at war”.
According to the figures, 17 805 people were murdered between April 2014 to March 2015. In the 2012/2013 period the figure was 16 213. To put this and Kohler-Barnard’s comment into context, the UN say that 220 000 people were killed in the Syrian civil war from March 2011 to January 2015, the Iraq war claimed over 20 000 lives in 2014 while just over 14 000 people were killed in Afghanistan in 2014.Police Minister Nathi Nhleko said the figures were a reflection of the state of South African society.There were 194 852 officers, and a police to population ratio of 1 officer to 358 citizens. The UN standard ratio was 1:460. Yet-still  the Police commissioner- Riah Phiyega tried to “soft soap” the gruesome reality by saying that crime as a whole has “slowed down.” ( ?????) This all while farm murders reached uncontrollable levels- (the highest per group in the world)– and whites are murdered at a staggering rate- estimated at of 1 white murdered every 2nd day.(Because we have no-one in the Colored and Indian societies counting their death rates-  stats are not available,)
There were 827 children murdered in South Africa in 2012/13. That is more than two a day. Added to that is the 21,575 children who were assaulted, with almost half of those assaults being severe.In the same year 2,266 women were murdered, and 141,130 women were victims of attempted murder, assault GBH and common assault. As horrifying as these statistics are, the number of women and children who fell victim to violence is dwarfed by the number of similar attacks on men. In 2012/13 alone, 13,123 men were murdered. At best, half of these cases would have made it to court, and not all of those that make it to court result in a guilty verdict and the perpetrator being punished.There are several consequences of this. With each year that violence remains so prevalent, the number of South Africans who have experienced and witnessed violence increases, and so does the extent of national trauma. This has serious consequences the health system; our ability to work as a nation, and our ability to raise a new generation of safe and healthy children

Murder has increased

Murder is an important crime to monitor because unlike other crimes, the number reported is probably close to the actual number committed. The murder rate is one indicator of a country’s stability – the higher it is, the less stable a country is likely to be.
Murder is defined in South African law as the unlawful and intentional killing of another human being.
  • The murder rate has increased for a third consecutive year after it more than halved for the first 18 years after “democracy.”
  • Every day, 49 people are killed and 48 people are victims of attempted murder.
  • Incidents of murder increased by 4.6% from 17,023 murders in 2013/14 to 17,805 in 2014/15. Two more people were murdered per day than in the previous year, and six more per day than in 2011/12.
  • Using Statistics South Africa’s 2014 mid-year estimates, the murder rate in 2014/15 was 33 per 100,000, up from 32.1 in the last reporting period.
  • South Africa’s murder rate is more than five times higher than the 2013 global average of 6.2 murders per 100,000.
  • Attempted murder cases increased by 3.2% from 16,989 in 2013/14 to 17,537 in 2014/15.

Robbery has increased

Robberies occur when perpetrators threaten or use violence in order to steal belongings. Common robbery is defined as the unlawful and intentional forceful removal and appropriation of movable tangible property belonging to another. When perpetrators use a weapon or there are “aggravating circumstances”, it is record as “aggravated robbery”. The police refer to robbery as “violent property crimes”.
  • Most types of robbery increased over the past year.
  • “Aggravated” robbery, which is the most serious kind, increased from 118,963 cases in 2013/14 to 129,045 cases (by 8.5%) in 2014/15.
  • The aggravated robbery rate increased from 224.5 per 100,000 people in 2013/14 to 239 per 100,000 people in 2014/15. This is an increase of 6.4%.
  • Increases in the sub-categories of aggravated robbery are as follows:
  • Every day on average 207 cases of street robbery were reported to the police. Street robberies increased by around 9.7% compared to the previous year.
  • On average 56 households were attacked each day in 2014/15. House robberies occur when armed gangs confront people while they are in their homes. House robbery increased by 5.2% to 20,281 incidents. For the first time, this crime passed the 20,000 mark.
  • An average of 53 businesses (including schools and churches) per day or 19,170 in the year reported being robbed in 2014/15. Compared to 2013/14, business robbery increased by 3.2%. This crime has consistently increased in the past 10 years. It is four times higher now than in 2004/05.
  • Vehicle hijacking increased by 14.2% to 12,773 incidents. This means that 35 motor vehicles were hijacked every day on average in 2014/15. This is of particular concern given that organized crime syndicates probably commit most of these crimes.
  • Truck hijacking increased by 29.1% from 991 incidents in 2013/14 to 1,279 incidents in 2014/15. Organized crime syndicates also generally perpetrate this crime, which together with the increase in vehicle hijacking suggests that organized crime is on the rise.
  • After seven years of consecutive decreases, cash-in-transit heists decreased from 145 in 2012/13 and 2013/14 to 119 in 2014/15. Bank robberies decreased from 21 robberies to 17 in 2014/15.
  • The number of “common” robberies increased from 53,505 cases in 2013/14 to 54,927 cases (by 2.7%) in 2014/15. Common robberies are typically recorded when the police receive reports such as “smash and grab” incidents against vehicles, or when criminals grab handbags or items from people walking on the streets.

Street robbery primarily affects the poor and typically occurs as people travel to and from work, school or shops. In the years when street robbery decreased, other more serious robberies namely carjacking, house robbery and business robbery (which the police call the ‘trio crimes’)increased substantially.
According to the police, improved visible policing did reduce street robberies. The increased visibility was the result of the almost 70,000 additional police officials who were hired between 2002/03 and 20011/12. However, the police believe that the greater number of officers on the streets contributed towards robbers targeting houses, businesses and vehicles instead.
